In the footnote, the author’s name should be provided exactly as it appears in the publication, omitting postnominals such as QC:

(Note: sometimes only first name initials are provided on the publication so your footnote will reflect this e.g. J Herring)
In the Bibliography the surname is provided first, followed by the initial of the first name:

If there are up to three authors, cite all the authors: Author 1, Author 2 and Author 3.

If there are more than three authors, cite the first author followed by ‘and others’.
e.g. Normann Witzleb and others
If no individual author is identified, but an organisation or institution claims editorial responsibility for the work, then cite it as the author.
If no person, organisation or institution claims responsibility for the work, begin the citation with the title.
